The refuge headquarters sits at 4,800 feet in Oregon’s high desert country, offering a visitor center with maps, exhibits, and the last reliable water source before venturing into the backcountry. The compound includes restrooms, interpretive displays about pronghorn antelope and bighorn sheep, and staff who know current road conditions throughout the 278,000-acre refuge. A few RV spots are available near the headquarters, but most overlanders disperse camp elsewhere on refuge lands.

Access is via 65 miles of mostly gravel roads from Lakeview. The headquarters is open seasonally from spring through fall, with winter access possible but not guaranteed. Roads throughout the refuge require high-clearance vehicles, with 4WD recommended for backcountry exploration. Water is available here year-round when staff is present.
