Willow Bay sits on the eastern shore of the Allegheny Reservoir, offering 102 sites with a mix of waterfront and wooded locations. Most sites have electric hookups, and the campground includes modern restrooms, hot showers, and a boat launch. Sites vary from pull-through spots for big rigs to more secluded tent areas tucked back in the trees. The lakefront sites book up months in advance during summer, but the back loops often have availability even on busy weekends.

Access is via paved roads from Route 59, with the campground about 8 miles from Warren. The location provides easy access to the 23-mile North Country Trail segment and numerous forest roads leading into the heart of the Allegheny backcountry. Water levels on the reservoir fluctuate seasonally, so boat launch availability can vary.
