New Deal history through TVA's first triumph
The Tennessee Valley Authority’s Norris Dam project, completed in 1936, created not just a massive lake but an entire network of maintenance and access roads that snake through the surrounding Cumberland Mountains. This backcountry route follows old TVA service roads past Civilian Conservation Corps camp foundations and up to remote overlooks where you can see the full scope of Roosevelt’s New Deal engineering. The route includes the abandoned Cove Creek settlement ruins and climbs to the ridge-top fire tower that once served as a dam construction observation post.
This moderate trail is suitable for stock high-clearance vehicles, though wet weather can make the clay-based roads treacherous. The route includes several steep grades and narrow sections where passing requires careful coordination. Spring and fall offer the best conditions and views, though summer provides access to secluded swimming holes. No permits required, and dispersed camping is allowed in designated areas. What you get is a history lesson in American infrastructure development combined with some of Tennessee’s best lake country scenery, all without the crowds that plague the main recreation areas.
