Palisades-Kepler State Park Bluff Road

CCC-era limestone crawl above Cedar River bluffs.

Difficult

The old Civilian Conservation Corps road that climbs from the Cedar River to the Palisades overlooks is Iowa’s answer to a technical rock crawl. Built in the 1930s, this limestone track hairpins up 200-foot bluffs through tight switchbacks where the original stone retaining walls still guide your line. The crux is Devil’s Staircase, a series of limestone ledges that’ll scrape your differential if you don’t pick the right path through the natural rock steps.

Difficult rating due to the unforgiving limestone surfaces and tight maneuvering between trees. You’ll want rock sliders and aggressive tread — Iowa limestone is slick when wet and unforgiving when dry. Best tackled in dry conditions from late spring through early fall. No camping allowed, but the payoff is commanding views over the Cedar River valley that few Iowans ever see from this angle. It’s technical driving wrapped in prairie state scenery.

Frequently asked questions

Can a stock Jeep Wrangler handle the limestone ledges on this trail?

No, you need modified 4WD with skid plates minimum. The limestone ledges will scrape stock vehicles badly and potentially cause damage.

Is this trail open during Iowa winters?

Officially closed November through April due to freeze-thaw cycles making the limestone extremely hazardous. Best season is May through September.

Do I need permits or pay fees to run Palisades-Kepler Bluff Road?

You need a valid Iowa state park vehicle permit, which costs around $10 for daily use. Purchase at park entrance or online through Iowa DNR.

What's the gnarliest section I should be ready for?

The steepest limestone ledges about halfway through - near-vertical rock faces that require precise wheel placement and serious articulation. Take your time and spot carefully.

How's cell service if I break down on the bluffs?

Cell service is decent throughout most of the trail since you're on elevated bluffs above the Cedar River valley. Should be able to call for help if needed.
