The security perimeter roads around the Keowee-Toxaway Nuclear Station provide one of South Carolina’s most unusual overlanding experiences – technical gravel roads threading between Duke Energy’s restricted zones and Lake Keowee’s pristine shoreline. Built in the 1970s for plant security and maintenance access, these roads climb steep ridges and drop into hidden coves that most lake visitors never see. The 15-mile route includes several challenging rocky climbs and a notorious loose-gravel descent known locally as “The Chute” that’s claimed more than a few oil pans.
This is legitimate difficult terrain requiring experienced drivers with proper 4WD, skid plates, and recovery gear. Access requires special permission from Duke Energy, typically granted only to organized 4WD clubs during scheduled events twice yearly. The roads can be impassable during winter ice storms, making spring and fall the optimal seasons. No camping allowed due to security restrictions, but the technical challenges and exclusive access make this a bucket-list trail for serious enthusiasts willing to navigate the bureaucracy.
