The San Rafael Swell’s northeast side doesn’t get the Instagram traffic that the Wedge Overlook pulls, and that’s exactly why you want to be here. The Cougar Canyon to Poverty Flat route works along eroded benches above the Swell’s outer reef, passing through tight canyon slots before opening onto wide flats with unobstructed views of the Book Cliffs to the north. The surface alternates between hardpacked sand, loose shale shelves, and waterbar-crossed clay that turns to axle-sucking glue after any rain. Poverty Flat itself is a remote BLM camping flat used primarily by hunters and the rare overlander who bothered to look past the main Swell attractions.

High-clearance 4×4 required; this isn’t stock-truck territory when wet. Moderate in dry conditions, Difficult when any moisture has touched the clay. Carry at least two gallons of water per person — Green River is 35 miles out and Price is 50 miles the other direction. Spring and fall are the windows; summer heat and winter ice both close the route down hard. No permit required, no fee, but check road conditions with the BLM Price Field Office before heading in.
