Hells Canyon National Recreation Area — Copperfield Park Campground

Copperfield Park sits at the edge of the Snake River where Oregon meets Idaho, run by Idaho Power at the base of Hells Canyon Dam Road. It’s developed — flush toilets, drinking water, electric hookups at some sites — and sits at low elevation (~1,700 ft) which makes it a rare year-round option in this region. The river is right there. Canyon walls tower above you. It’s a legitimate trailhead-adjacent base for anyone running the Homestead to Hells Canyon Dam road from the Oregon side.

Access from Halfway, OR via OR-86 — about 22 miles of well-maintained paved and gravel road. The campground is managed by Idaho Power, so it runs on their schedule and fee structure rather than USFS or BLM norms. Cell service is minimal in the canyon. In summer this place fills with river runners and jet boat tours — arrive early or book ahead.
