Coronado National Forest — Mount Lemmon Highway FR 38 Upper Dispersed Camp

Pull off the paved Catalina Highway — also known as the Sky Island Scenic Byway — and drop onto one of the forest roads branching into the upper Santa Catalinas and you’re suddenly in a completely different ecosystem. Up here above 7,000 feet it’s ponderosa pine, Gambel oak, and white fir instead of saguaro. Dispersed camping is permitted in designated areas within the Coronado National Forest outside developed campground boundaries. Sites are primitive — you find your own spot, pack your trash, and leave it like you found it. Surprisingly cool even in summer when Tucson is cooking at 105°F below.

Access to the upper zone is via paved highway, so even a stock rig can reach it. Side forest roads require high clearance. Summer monsoon season July through September can bring afternoon lightning and localized road flooding. Fire restrictions are enforced aggressively here — check with the Coronado NF Santa Catalina Ranger District before lighting anything. The highway is open year-round but icy in winter above 6,000 feet.
